Regional integration in the telecommunications in central America: A strategic challenge

Abstract

This study tries to determine the factors that support or limit efforts made to harmonize laws and regulations in the telecommunications sector. The paper proposes a theoretical framework that was constructed based on various academic contributions about integration. The framework is termed strategic framework of priority decisions (MEDEP in its Spanish equivalent). Empirical evidence suggests that national priorities that affect the region's integration efforts are the lack of clear perceived benefits, concerns about sovereignty, ideological differences, influence of political and private sector interests as well as the weakness of regional institutions.
