Abstract
This paper presents evidence to support the hypothesis that fiscal variables become statistically significant determinants of US firms' locational choices when communities that physically exclude or zone-out industry are excluded from the sample. The analysis examines the site choice of firms that moved from Milwaukee to its suburbs between 1964 and 1974. - Kerry Turner
