Abstract
The Forum emerges from the symposium entitled "The Global War on Terrorism - Round II" which was sponsored by the Lewis A. Bantle Chair in Business and Government Policy, the Institute for National Security and Counterterrorism, and the National Security Studies Program located on the Syracuse campus. The contributors to the Forum, Boaz Ganor and Marc Sageman, bring a unique background to this topic. Boaz Ganor discusses three topics. One is the nature of the threats being faced today, followed by the main dilemmas and challenges that decision makers have to take into consideration and finally the new interational doctrine and apparatus that have to be created in order to have a much better international global policy on counterterrorism. Marc Sageman on the other hand proposes a new way of looking at terrorism. The scheme has been established by talking with eight jailed people who are members of al-Qaeda.
